Edmonds Community College, Community College District 23, is established in Title 28B.40 RCW as a public institution of higher education. The institution is governed by a five member Board of Trustees and one student Trustee, appointed by the Governor. The Board employs a President, who acts as the chief executive officer of the institution. The President establishes the structure of the administration.

The office hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays. Starting with the first week after July 4 through the week preceding Labor Day in September, the office hours are 8:00 a.m. to 6:00 p.m. Monday through Thursday, except the week of final exams, when office hours will be 8:00 a.m. to 5:00 p.m. Monday through Thursday and 8:00 a.m. to Noon on Friday.
